DEF’s Amicus Brief in U..S. v. Rodriguez and Hill

Here, William Lonergan Hill, and Keonne Rodriguez, co-founders of Samourai Wallet, were charged with money-laundering conspiracy and operating an unlicensed money transmitting business. 

On June 6, 2025, DEF and Blockchain Association (BA) filed a joint amicus brief supporting the defendants’ motion to dismiss, arguing that the government’s theory of liability contradicts FinCEN’s 2019 guidance and violates due process and fair notice principles. Although the court denied permission to file, DEF and BA published the brief publicly to explain why the charges misinterpret money-transmission laws and threaten innovation in privacy-preserving technologies.
