At the request of the defense in Alexey Pertsev’s Dutch criminal appeal, DEF and Coin Center provided an expert opinion on Ethereum, Tornado Cash, and the broader role of privacy tools in decentralized finance.
Submitted on June 12, 2025, the expert report explained the neutrality of code, the societal and financial benefits of DeFi, and the risks of criminalizing software developers for third-party misuse. DEF and Coin Center highlighted that disintermediation—core to DeFi—offers immense benefits when paired with sound regulatory frameworks.
